From the photo, it does look like this might be eczema. Some simple steps that you can do to try to improve the condition include:
1. avoid scratching the area. This is very important as scratching worsens the condition.
2 apply moisturizers regularly
3. use gentle soaps and cleansers to minimize further irritation.
If the condition is still persistent, it is advisable for you to see your doctor or dermatologist for a closer assessment to confirm the diagnosis and exclude any other causes of the rash. Topica steroids may be prescribed to help settle the rash.
